Intelligent Enforcement System for the automation of Enforcement Wing of Motor Vehicles Department of Kerala
Kerala State IT Mission has initiated a project to support the Motor Vehicles Department for automating its enforcement wing. The objective of this project is to Enhance Road Safety by ensuring that the rules and regulations mentioned in the Motor Vehicles act, 1988 are strictly being adhered to by the drivers and vehicles on road. If a citizen is found offending any rule like driving without license/ permit or breaking traffic rules, applicable penalty is enforced on the driver of the vehicle.
Automation of Enforcement Wing of the Motor Vehicles Department is a project that aims to utilize and integrate existing ICT infrastructure in the state so as to enable the Motor Vehicles Department to leverage them for the purpose of enforcement. The project aims to utilize wireless technologies to enable the enforcement team with the Right Data, at the Right Time at the Right Place.
After the implementation of SMART application in all the Regional Transport Offices (RTOs) and Sub RTOs, the driver and vehicle data of the Motor Vehicles Department has been digitized. This data cannot be accessed by the enforcement team on the field. In order to bridge this intra-department divide, Enforcement Officers will be empowered with pre-loaded applications in mobiles/pdas or other such mobile gadgets, using which they will be able to query the database for Vehicle, Driver and information regarding Motor Vehicles Act. The information provided will cover various aspects like driving license, expiry date, past offences, vehicle registration details, tax details, information on various offences and their applicable penalties etc.
The expected benefits from automation of the enforcement team are as follows:

Empower the enforcement officers of M.V.department with all the necessary and correct information about the offenders

Provide enforcement officers with ready information about vehicles

Provide enforcement officer with ready information on drivers

Enable enforcement officers to remotely update the database with penalties due and paid, vehicle impounds and driver defaults

Provide ready access to policies, rules, processes and penalty details

Improve the transparency / reduce the harassment to citizens through implementation of appropriate and common rules on law offenders using ICT tools and in future it is planned to integrate it with the e-payment gateway, so that one can pay fines using credit cards as well.

Current Status of the Project
The New RFP for the statewide rollout has been approved by the Govt and has been floted in the tenders Section of IT Mission's website,
