With the enhanced accent on e-Governance initiatives and the associated increase in electronic communication and transactions, it has become essential to authenticate such communication/transaction. In this connection, digital signatures have an important role to play. Creating trust in electronic environment involves assuring the transacting parties about the integrity and confidentiality of the content of documents along with authentication of the sending and receiving parties in a manner that ensures that both the parties cannot repudiate the transaction. The paper based concepts of identification, declaration and proof are carried out through the use of digital signatures in an electronic environment.

PKI Infrastructure

Digital signatures, a form of electronic signatures, are created and verified using Public Key Cryptography, is based on the concept of a pair of keys (public and private), generated by a mathematical algorithm. The private key, used to digitally sign a document, is securely held by the owner, while the public key is made known to everyone for verifying the digital signature. Knowing the public key, one cannot compute the private key belonging to its owner.

KSITM's project on Public Key Infrastructure envisages the creation of a electronic environment to promote the usage of IT across various services and ensure security and legal sanctity of the same by leveraging the PKI technologies. It targets at building up a mechanism for providing digital signatures to the personnel in Government and also to the other people closely related to Government like enlisted contractors, vendors etc. Thus by providing digital signatures to the people in Government, authenticity of communication can be established, especially in electronic transactions that happen in e-Governance and other service delivery. Thus PKI this help in providing secure communication for G2G, G2C and G2B transactions and provide legal validity to electronic documents besides facilitating secure communications and information processing for sensitive E-Governance applications.

KSITM proposes to become a Sub Certifying Authority for Licensed Certifying Authority under Controller of Certifying Authority for issuance and management of legally valid Class I, II and III Digital Signature Certificate (DSC) towards the implementation of Public Key Infrastructure in the Government of Kerala.
